Karnataka accused of misusing Rs 14,000 crore funds, NCSC calls it against the Constitution

The NCSC has issued a notice to the Karnataka government over allegations that it was diverting funds from Scheduled Caste and Scheduled Tribe welfare schemes to meet its five guarantee schemes.

National Commission for Scheduled Castes (NCSC) chairman Kishore Makwana has accused the Karnataka government of misappropriating more than Rs 14,000 crore from SC and ST welfare schemes for other purposes. Makwana said that the Karnataka government has misused the funds meant for the welfare of SCs. The funds are being used for some other purpose. This is against the Constitution. We want this money to be used for the welfare of SCs. We have issued a notice to the Karnataka government and sought their response within seven days.

The NCSC has issued a notice to the Karnataka government over allegations that it has been diverting funds from Scheduled Caste and Scheduled Tribe welfare schemes to meet its five guarantee schemes. The notice to the Karnataka government comes a day after a media report claimed misuse of Scheduled Caste Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) funds in the southern state. In its notice to the Chief Secretary of Karnataka, the NCSC highlighted that the Karnataka government has decided to reallocate Rs 14,730 crore originally earmarked under SCSP and TSP to implement various welfare schemes known as the “five guarantee schemes”.

The commission also underlined the importance of these funds in promoting the social and economic welfare of SC/ST communities. Further, the NCSC said that the Chief Secretary of Karnataka is expected to provide a comprehensive report explaining the rationale behind the fund diversion and outlining measures to ensure that the welfare of SC/ST communities is not compromised. Reacting to the NCSC notice, Karnataka Deputy Chief Minister DK Shivakumar said that everything is being done as per the law and there is nothing wrong in it.
