Mishra said that Maulvi Ashfaq was informed about the orders of the Supreme Court and the government on 25 February, according to which loudspeakers or public address systems cannot be used without the permission of the competent officer. Mishra said that Ashfaq was using loudspeakers during Namaz and Ajan on the evening of 28 February and he could not show any permission letters on demand.

He said that a case has been filed against the cleric for violation of the rule, under Section 223 (disregard of government orders), 270 (public disturbance) and 293 (continuing public disturbance despite the prohibition issued by a valid authority). According to Mishra, at present, the examinations of high school and intermediate examinations of the Secondary Education Council and other boards are being held. He said that the loud sound of loudspeakers causes trouble to the examinees and seriously ill people.
