Let us tell you that in 1996, the Patna High Court, while handing over the investigation of the fodder scam to the CBI, directed that the amount of embezzlement should be returned to the Bihar government by selling the property of the accused. However, this has not been possible so far. Not a single rupee has returned to the treasure in the last 29 years. The big reason for this is that legal intricacies are coming in the way to confiscate the property of the accused and auction it. At the same time, the government has started talks with the CBI and Income Tax Department in this case.
