What is war of act
In 1973, despite the veto of President Richard Nixon, the war power resolution (WPR) was designed to limit the President’s ability to involve the US Army in military conflicts without the Congress’ approval. It was created after a public outrage over Nixon’s secret bombing on Cambodia during the Vietnam War, resulting in a large number of civilian casualties and widespread protests.

According to the War of Act, the President:
The US Army will have to inform the Congress within 48 hours of “enmity” or deployment in such situations, where enmity is imminent.
Within 60 days (or within 90 days in emergency situations) military actions will have to be abolished, unless the Congress approves the declaration of war or continuous attachment through the specific authority.
