Surveyed at 15 different places in Delhi, 95% of the 2010 female bus users were captive users who did not have access to private vehicles and were dependent on buses due to economic obstacles. The authors said that the rent waiver has effectively made women less dependent on the members of the male family, allowing them to travel alone or bear transport costs for other family members.

The study highlighted that inadequate and unskilled bus services, resulting in congestion and harassment, affects women’s safe and reliable bus services. The survey found that 59% of women expressed concern about safety due to hostile behavior of employees.

While the free intra-city bus service has expanded travel opportunities, especiallyFor students visiting higher education institutions, the survey has shown that “women have described the length of an average journey of 10.52 km, which allows them to reach about a quarter of opportunities in the city by bus. The scheme also eliminates ‘pink tax’ on small trips, which allows women to save travel cost and travel time by transferring slow or more expensive means.”

Kanuri, Associate Director of Electric Mobility at WRI India, said, “Given the demographic profile of our survey sample, the rent-free public transport scheme plays an important role in benefiting women passengers.” Kanuri said that the scheme also enabled women to use buses for short trips, which they could first avoid due to Delhi’s telescopic rent structure, where the cost per kilometer for short distance is more and less for long distances.
