History of Hizbul Mujahideen
The Hizb-ul-Mujahideen, established in 1989, began working in Muzaffarabad, PoK with the aim of integrating Jammu and Kashmir with Pakistan. As a militant wing of Pakistan’s Islamic organization Jamaat-e-Islami (JL), Hizb was established at the behest of the Pakistani Steering Agency Inter Services Intelligence (ISI). The group has more than 1,500 cadre, and its head is Mohammad Yusuf Shah, also known as Syed Salahuddin. It works in five divisions, which targets Srinagar, Kupwara, Bandipora, Baramulla, Anantnag, Pulwama, Doda, Rajouri, Poonch and Udhampur. While its headquarters is in PoK, both Islamabad and Rawalpindi have units to communicate with Hizbul’s army and the government. Born at the peak of extremism in Kashmir, Hizb saw internal conflict over ideology, due to which one faction was led by Salahuddin and the other by Hilal Ahmed Mir. In 1993, India’s anti -terrorism attacks were at its peak, in which several top leaders including Mir were eliminated. Over the years, Hizb has confronted the Jammu and Kashmir Liberation Front (JKLF) – another ISI -funded group, which advocates Kashmir’s independence. In July 2000, Salahuddin offered India conditional offer at a press conference in Islamabad, which led to a meeting between the group’s chief commander Abdul Majeed Dar and a high -level Indian official team in Srinagar. However, facing pressure from other terrorist organizations in Pakistan, Salahuddin withdrew his proposal a few days after the meeting. Dar, who played an important role in the training, recruitment, launch and training of cadres, was killed by unknown gunmen in Sopore in 2003. The attack was reportedly carried out by a separate group of Hizb, when he began to treat Salahuddin biased. In the last few years, the group has been responsible for several attacks on elected leaders in Jammu and Kashmir, grenade attacks on Jammu and Kashmir police stations, bomb attacks on military personnel and the 2011 Delhi High Court blast. Top leaders like Ahsan Dar, Ashraf Dar, Maqbool Alla, Burhan Wani, Riyaz Naiku, Sabzar Bhat have been killed by Indian security forces. It was declared a terrorist organization by the US in 2017.
