On July 3, Haryana Transport Minister Aseem Goel urged Union Agriculture Minister Shivraj Singh Chouhan to convince the protesting farmers. Farmers began their protest at Shambhu on the Haryana-Punjab border on February 13, resulting in the border being closed since then. Aseem Goel said that traffic was blocked (on NH-44) after farmers began their agitation around 5.30 pm near Shambhu village, located on the border of Ambala district, one-and-a-half months ago. The border has been closed since the farmers' agitation began, causing inconvenience to the general public.

Kisan Mazdoor Morcha leader Sarwan Singh Pandher had claimed that farmers did not block the highway but it was the government that stopped their Delhi Chalo march in February by putting up barricades. Notably, Samyukt Kisan Morcha (non-political) and Kisan Mazdoor Morcha are leading the farmers' Delhi Chalo march to pressurise the government to accept their demands. Farmers have been protesting at the Shambhu and Khanauri border points between Punjab and Haryana since February 13, when security forces stopped their march.
