On the Rural Development and Panchayati Raj, the Standing Committee of Parliament has recommended to determine the daily remuneration of workers, including increasing the number of days of work provided under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), at least Rs 400 to the daily remuneration of workers, with these recommendations not only will this scheme become more powerful and effective and make a medium of relief for the weaker people of rural life, but will make the life of new India. MNREGA is a revolutionary step taken by the Government of India for rural poor and weak people and is currently the largest self-determination program in India. It is an effective means to ensure inclusive development in rural India through social security, livelihood security and democratic empowerment. MNREGA has a system of social audit and grievance redressal mechanisms to ensure transparency and accountability, despite corruption, bureaucracy, irregularity, dedication in MNREGA, due to this great plan, there is a time-to-time dark umbrella. Actually, the wages received under this program are also insufficient to meet the minimum requirements and basic daily expenses. Wages should suit the current economic realities and provide respectable remuneration to rural workers. The committee’s concern over the long stay in the allocated amount for the employment scheme is in this context. There is no doubt that increasing its amount will increase its effectiveness.
The committee said, keeping in mind the changing times and emerging challenges, the plan needs to be improved. The committee urges the ministry to consider those options so that MNREGA can become more powerful, transparent and effective. It is helpful in strengthening Prime Minister Narendra Modi’s Rural Development Scheme. Although MNREGA has been surrounded by continuous questions, there have also been complaints of financial irregularities in it. Questions have been raised about the reduction of the trend of workers and late wages towards this. The Standing Committee of the Ministry of Rural Development and Panchayati Raj had given several suggestions analyzing MNREGA three years ago. The committee had then recommended to increase the work guaranteed days from hundred to one hundred and fifty to give a new look to this program and suggested to rate equal wages in all states. Now the Committee of Parliament has approved those suggestions in a way. If there is an independent and transparent survey to implement policy reforms in MNREGA, it will result in better results.
MNREGA has proved its logical significance, but now it expects widespread reforms. It is seen that people benefiting from MNREGA are often being given funds without work, the government should also pay attention to employ the labor power of these people in the work of country and development. Emphasis should be laid on skill development under the MNREGA scheme. Even though the plan focuses on providing opportunities for unskilled workers, the scheme can become a medium of country-development when they get the opportunity to develop and enhance their skills. Their participation in various projects like afforestation, water conservation and road construction will give workers practical experience. They can learn new skills which will be used for future employment opportunities provided by MNREGA. MNREGA scheme should provide employment by supporting the development of assets like roads, canals, ponds and irrigation facilities, this scheme should also be linked to connectivity, agricultural productivity, one-development to help save natural resources, restore ecological balance and reduce the effects of climate change. Due to which a new human will be born in rural life. The new eligibility will be created, where our rural culture will again be established with its values, heritage and utility.
The MNREGA scheme focuses on providing equal access to the marginalized groups of society including Scheduled Castes (SC) and Scheduled Tribes (ST). This ensures that these weak groups have equal access to employment and do not have any discrimination with them. So that a balanced, equal and ideal social system can be shaped. The MNREGA scheme came to light as important dimensions in rural development, poverty eradication, skill promotion and environmental stability. Only then the sun will emerge to empower rural families and incarnate the widespread development of rural areas in India.
